The National Focal Point (NFP) for the EEA and Norway Grants has the overall responsibility for achieving the objectives of the donors and for implementing the MoUs signed between the Republic of Cyprus and the Donor States. The Republic of Cyprus officially designated in these MoUs, the Directorate General for Growth, Ministry of Finance (formerly known as the Directorate General for European Programmes, Coordination and Development), as the NFP for the EEA and Norway Grants 2014-2021 in Cyprus. DG Growth was also the NFP during the previous periods (2004-2009 and 2009-2014).

DG Growth is a Service of the public sector, functionally and operationally accountable to the Minister of Finance. Its administrative head is the Permanent Secretary, who has the overall responsibility for the operation of the NFP and its representation in its relations with the Norwegian Ministry of Foreign Affairs (NMFA) and the Financial Mechanism Committee (FMC).

Furthermore, in accordance with the signed MoUs, DG Growth has also been designated to act as the Programme Operator for the Programme “Local Development and Poverty Reduction” in Cyprus.
