The Republic of Cyprus officially designated in the Memoranda of Understanding (MoUs) signed between the Republic of Cyprus and the Donor States, the Directorate General for Growth, Ministry of Finance (formerly known as the Directorate General for European Programmes, Coordination and Development) of the Republic of Cyprus, as the National Focal Point (NFP) for the EEA and Norway Grants 2014-2021 in Cyprus. The National Focal Point has the overall responsibility for achieving the objectives of the EEA and Norway Grants 2014-2021 and for implementing the MoUs. DG Growth was also the NFP during the previous programming periods (2004-2009 and 2009-2014).
DG Growth is a Service of the public sector, accountable to the Minister of Finance. The administrative head of the DG is the Permanent Secretary, who has the overall responsibility for the operation of the National Focal Point and its representation in its relations with the Norwegian Ministry of Foreign Affairs (NMFA) and the Financial Mechanism Committee (FMC).
Also, in accordance with the signed MoUs, DG Growth has also been designated to act as the Programme Operator for the "Local Development and Poverty Reduction Programme" implemented in Cyprus during the current period 2014-2021.
